Powers of the Governor
The Constitution states that the executive power shall be vested in a
governor (Amendments 6, 56, and 63), although it also states that the
executive department consists of all the state's elected officers. The passage
of Amendment 63, which gave the governor a four-year term, increased the
governor's executive powers by allowing more time for planning and
developing programs, and for providing the opportunity to appoint more
people supportive of the governor's ideas. Also, as chief executive, the
governor is responsible for handling emergencies, and is
"commander-in-chief of the military and naval forces of the state, except
when they shall be called into the actual service of the United States." (VI, 6)
Additionally, the governor is required to give periodic reports covering the
condition of the state to the General Assembly.
