At the Federal level, legislative power lies with the Parliament which is headed by the Yang Di-Pertuan Agong and consists of the two houses, i.e. the House of Representatives and the Senate. The Senate consists of 69 members of whom 40 are appointed by the Yang Di-Pertuan Agong, 27 are elected by the State Legislatures and 2 members represent the Federal Territories of Kuala Lumpur and Labuan. The House of Representatives consists of 192 elected members. Elections to choose members of the House of Representatives are held every 5 years, whereby parties with the majority votes will form the Government.
